Yes they do, and it says “COACH FACTORY” printed on the outside price tag.
They do this to test out new products before dropping them on the market.  The bags are just as high of quality as the others; they just want to test them out,

Most items you will find in there are from last season, and the new season’s items are in the normal stores.  But who cares, it’s cheap!
